State Workforce Development Programs for Employee Training

 

EMPLOYMENT & TRAINING FUND (ETF)

The ETF Grant Program provides grants for training to upgrade and enhance employee skills. Funding is at 50% of the cost of the course. The maximum funding is $500 per employee. The program is most popular among businesses that need to upgrade the job skills of their employees. Training courses that are available include, but not limited to: computer, business, management, food service, health, medical training, or soft skills training. Access the links below to review the list of ETF approved vendors.  Attached you will find the form to apply. To apply for ETF assistance, click the link - "Forms for Instructions & Employer Referral and Course Registration Agreement."  Complete/sign both forms and mail the Maui Workforce Development Division (WDD) Office.

STATE ENERGY SECTOR PARTNERSHIP (SESP)

The purpose of the SESP training grant is to provide training that supports green initiatives of Hawaii's Clean Energy Initiative. An integral component of this training is to teach workers the skills required to provide them with long-term jobs in renewable energy and energy-efficiency industries, aka “green initiatives.”  In speaking with the Maui WDD office, “green” is open to interpretation and could include OSHA training, training for employees who work in landscape, maintenance, etc.

ON THE JOB TRAINING (OJT)

On-The-Job Training (OJT) is a Federally-funded program that offers reimbursement to employers to help defray training costs when hiring laid-off or 'dislocated' workers. A qualified dislocated worker must have been unemployed for more than 20 weeks – look back period starts January 1, 2008 and the period of unemployment does not need to be continuous (i.e. a person who was unemployed for 10 weeks in 2008 and then unemployed again in 2010 for another 10 weeks qualifies because his cumulative unemployment is 20 weeks). Funds are available for a limited time – program ends June 30, 2012.

Employers who hire OJT participants are eligible to receive reimbursement at 50~90% of the wages to cover up to six months for training costs. The following factors will affect the reimbursement rate and duration:

  • The size of the employer's workforce:
    • For companies who have up to 50 employees, reimbursement is 90%
    • For companies with 51-250 employees, reimbursement is 75%
    • For companies with 250 or more employees, reimbursement is 50%
  • The size of the training skills gap.

A training plan and OJT contract must be developed and approved by the Workforce Development Division Office prior to a new employee's hiring.
